Le gestionnaire, Opérations des réseaux de télécommunications, est responsable de la planification, de l’organisation, de la direction, du contrôle et de l’évaluation des activités liées à l’exploitation, à la disponibilité, à la résilience, à la sécurité et à la performance d’un réseau mondial de télécommunications de niveau opérateur fonctionnant vingt-quatre heures sur vingt-quatre et sept jours sur sept.
Le titulaire est responsable des opérations de réseaux de télécommunications, des infrastructures de cœur de réseau IP, du transport de données, des interconnexions opérateurs, du transit Internet, des relations de peering, des infrastructures MPLS, des services Metro Ethernet et des plateformes de télécommunications desservant une clientèle internationale. Le poste exige une expertise technique approfondie des environnements opérateurs, une capacité démontrée à diriger des équipes techniques hautement spécialisées et une maîtrise avancée des réseaux IP/MPLS à grande échelle.
Responsabilités principales
Leadership des opérations de télécommunications
- Planifier, organiser, diriger, contrôler et évaluer les activités d’une fonction mondiale d’exploitation des réseaux de télécommunications.
- Assurer l’exploitation continue d’infrastructures de télécommunications de niveau opérateur soutenant des services essentiels à la clientèle.
- Diriger et encadrer une équipe multidisciplinaire composée de gestionnaires, ingénieurs, analystes et spécialistes des réseaux de télécommunications.
- Établir les objectifs opérationnels, les indicateurs de performance et les normes de qualité applicables à l’ensemble des services de télécommunications.
- Élaborer et mettre en œuvre les plans stratégiques liés à la croissance, à la capacité, à la résilience et à la modernisation des infrastructures.
- Définir les priorités opérationnelles et assurer une disponibilité de service conformément aux engagements contractuels et opérationnels.
- Participer à la gestion des incidents majeurs affectant les infrastructures mondiales de télécommunications.
Gestion des réseaux de télécommunications
- Diriger l’exploitation et la maintenance d’infrastructures IP Backbone de niveau opérateur.
- Superviser les activités liées au transit Internet, aux relations de peering, aux points d’échange Internet et aux interconnexions avec des fournisseurs de services de télécommunications.
- Assurer l’optimisation continue du routage, de l’ingénierie du trafic et de l’utilisation des ressources réseau.
- Évaluer les besoins actuels et futurs en capacité réseau et recommander les investissements requis.
- Superviser les projets d’expansion, de modernisation et de transformation des infrastructures de télécommunications.
- Assurer le maintien d’une architecture résiliente capable de soutenir une croissance importante du trafic et des services.
- Développer des stratégies visant à améliorer la disponibilité, la performance et la stabilité opérationnelle du réseau mondial.
Gestion des incidents critiques
- Agir comme responsable principal lors d’incidents critiques touchant les infrastructures de télécommunications.
- Coordonner les équipes techniques internes, les partenaires d’interconnexion et les fournisseurs de services.
- Diriger les analyses techniques complexes touchant les systèmes de routage, de commutation, de transport, de transit et de peering.
- Prendre les décisions opérationnelles nécessaires afin de protéger la disponibilité des services.
- Superviser la production des analyses de causes fondamentales et la mise en œuvre des actions correctives.
- Assurer le suivi des incidents majeurs jusqu’à leur résolution définitive.
Architecture et ingénierie des télécommunications
- Concevoir, exploiter et optimiser des réseaux de télécommunications complexes de niveau opérateur.
- Développer et approuver les normes techniques applicables aux infrastructures mondiales de télécommunications.
- Réviser et approuver les conceptions de réseau, les plans d’implantation, les plans de migration et les procédures de retour arrière.
- Évaluer les risques associés aux changements technologiques et aux nouvelles architectures de réseau.
- Assurer l’intégration efficace des infrastructures de transmission, de transport, de cœur de réseau et d’interconnexion.
Relations fournisseurs et gestion financière
- Gérer les relations techniques avec les fournisseurs de transit IP, de connectivité, de transport, d’infrastructures et d’équipements de télécommunications.
- Participer aux négociations contractuelles relatives aux services de télécommunications.
- Évaluer la performance des fournisseurs et assurer le respect des niveaux de service.
- Contribuer à la préparation des budgets opérationnels et des plans d’investissement.
- Recommander des initiatives visant l’optimisation des coûts et de la capacité.
Qualifications obligatoires
- Baccalauréat en télécommunications, informatique, génie informatique, génie électrique ou domaine connexe.
- Maîtrise en technologies de l’information, télécommunications, sécurité de l’information, ingénierie ou domaine connexe.
- Minimum de douze (12) années d’expérience progressive dans les réseaux et télécommunications.
- Minimum de dix (10) années d’expérience dans des environnements de fournisseurs de services, d’opérateurs de télécommunications, de fournisseurs Internet ou d’exploitants de réseaux mondiaux.
- Minimum de cinq (5) années d’expérience à titre d’ingénieur principal, architecte réseau principal ou expert technique sénior.
- Minimum de trois (3) années d’expérience dans un rôle officiel de gestion ou de direction technique.
- Expérience démontrée de l’exploitation, de l’optimisation et de la gestion de réseaux IP/MPLS de grande envergure.
- Expertise avancée des technologies BGP, OSPF, MPLS, MPLS-TE, EVPN, peering Internet, transit IP, Metro Ethernet et IPv6.
- Expérience approfondie avec les plateformes Cisco et Juniper.
- Expérience dans des environnements de télécommunications fonctionnant vingt-quatre heures sur vingt-quatre et sept jours sur sept.
- Expérience démontrée en gestion de la capacité, ingénierie du trafic et optimisation des performances réseau.
- Expérience de la gestion d’équipes d’exploitation des réseaux de télécommunications.
- Expérience dans la gestion d’interconnexions avec des opérateurs, fournisseurs de transit et points d’échange Internet.
- Capacité à diriger personnellement des activités d’analyse et de dépannage de niveau expert.
- Excellentes aptitudes en communication technique et de gestion.
- Capacité à travailler sous pression dans des environnements critiques à haute disponibilité.
- Maîtrise professionnelle de l’anglais.
Qualifications fortement souhaitées

Manager, Telecommunications Network Operations
Position Summary
The Manager, Telecommunications Network Operations is responsible for planning, organizing, directing, controlling, and evaluating activities related to the operation, availability, resilience, security, and performance of a global carrier-grade telecommunications network operating on a twenty-four-hour, seven-day-a-week basis.
The incumbent is responsible for telecommunications network operations, IP backbone infrastructure, transport services, carrier interconnections, Internet transit, peering relationships, MPLS infrastructure, Metro Ethernet services, and telecommunications platforms supporting an international customer base. The role requires deep technical expertise in service-provider environments, demonstrated leadership of highly specialized technical teams, and advanced knowledge of large-scale IP/MPLS telecommunications networks.
Key Responsibilities
Telecommunications Operations Leadership
- Plan, organize, direct, control, and evaluate the activities of a global telecommunications network operations function.
- Ensure the continuous operation of carrier-grade telecommunications infrastructure supporting mission-critical customer services.
- Lead and develop a multidisciplinary team of managers, engineers, analysts, and telecommunications specialists.
- Establish operational objectives, service standards, key performance indicators, and quality metrics for telecommunications services.
- Develop and implement strategic plans relating to network growth, capacity, resilience, modernization, and operational excellence.
- Establish operational priorities and ensure service availability targets are consistently achieved.
- Participate directly in the management of major incidents impacting global telecommunications infrastructure.
Telecommunications Network Management
- Direct the operation and maintenance of large-scale carrier-grade IP backbone infrastructure.
- Oversee Internet transit, peering relationships, Internet exchange participation, and telecommunications interconnections with service providers.
- Ensure continuous optimization of routing, traffic engineering, and network resource utilization.
- Evaluate current and future capacity requirements and recommend infrastructure investments.
- Lead telecommunications expansion, modernization, and transformation projects.
- Maintain resilient network architectures capable of supporting significant traffic and service growth.
- Develop strategies to improve network availability, performance, and operational stability across the global telecommunications environment.
Critical Incident Management
- Act as the senior operational lead during incidents affecting telecommunications infrastructure.
- Coordinate internal technical teams, interconnection partners, and telecommunications providers.
- Lead complex investigations involving routing, switching, transport, transit, and peering environments.
- Make operational decisions necessary to protect service availability and customer operations.
- Oversee root cause analyses and implementation of corrective and preventive actions.
- Maintain accountability for major incidents through to complete resolution.
Telecommunications Architecture and Engineering
- Design, operate, and optimize complex carrier-grade telecommunications networks.
- Develop and approve technical standards governing global telecommunications infrastructure.
- Review and approve network designs, implementation plans, migration plans, and rollback procedures.
- Evaluate risks associated with new technologies, infrastructure changes, and architectural modifications.
- Ensure effective integration between core, transport, transmission, and interconnection networks.
Vendor Relations and Financial Management
- Manage technical relationships with telecommunications carriers, transit providers, connectivity partners, equipment vendors, and infrastructure suppliers.
- Participate in telecommunications service negotiations and contractual discussions.
- Evaluate supplier performance and ensure compliance with service-level commitments.
- Contribute to operational budgeting and infrastructure investment planning.
- Recommend initiatives that improve cost efficiency while maintaining network resilience and performance.
Mandatory Qualifications
- Bachelor's degree in Telecommunications, Computer Science, Computer Engineering, Electrical Engineering, or a related discipline.
- Master's degree in Telecommunications, Information Technology, Information Security, Engineering, or a related discipline.
- Minimum twelve (12) years of progressive networking and telecommunications experience.
- Minimum ten (10) years of experience within telecommunications carriers, Internet service providers, backbone operators, managed network operators, or similar telecommunications environments.
- Minimum five (5) years of experience in principal, lead, senior, or expert-level network engineering positions.
- Minimum three (3) years of experience in a formal management or technical leadership role.
- Demonstrated experience operating, optimizing, and managing large-scale IP/MPLS telecommunications networks.
- Advanced expertise in BGP, OSPF, MPLS, MPLS-TE, EVPN, Internet peering, IP transit, Metro Ethernet, and IPv6.
- Extensive experience with Cisco and Juniper platforms.
- Experience operating within 24x7 telecommunications environments.
- Demonstrated expertise in network capacity management, traffic engineering, and performance optimization.
- Experience managing telecommunications operations teams.
- Experience overseeing interconnections with telecommunications carriers, transit providers, and Internet exchange participants.
- Ability to personally perform expert-level technical analysis and troubleshooting.
- Excellent technical, operational, and managerial communication skills.
- Ability to operate effectively under pressure within critical high-availability environments.
- Professional fluency in English.
